HE WAS FHWA'S ASSOCIATE ADMINISTRATOR FOR OPERATIONS IN DECEMBER OF 2002, AND IN THAT ROLE, HE HAS RESPONSIBILITY WITHIN FHWA FOR INTELLIGENT TRANSPORTATION SYSTEMS DEPLOYMENT,
CONGESTION MANAGEMENT, TRAFFIC OPERATIONS AND ANALYSIS, FREIGHT OPERATIONS, EMERGENCY MANAGEMENT, OPERATIONS SECURITY, WORK ZONE OPERATIONS, AND THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES.
HE'S CURRENTLY THE ACTING DIRECTOR OF THE JOINT PROGRAMS OFFICE, ALSO KNOWN AS I.T.S. J.P.O.
PREVIOUSLY JEFF SPENT TWO YEARS AS U.S. D.O.T.'S PROGRAM MANAGER FOR INTELLIGENT TRANSPORTATION SYSTEMS YES LED THE FEDERAL I.T.S. PROGRAM AND DIRECTED THE DAY-TO-DAY OPERATIONS OF THE I.T.S.J.P.O.
THE I.T.S. PROGRAM IS FOCUSED ON BRINGING ADVANCED COMMUNICATIONS TO THE MANAGEMENT AND THE OPERATION OF THE SURFACE TRANSPORTATION SYSTEM.
THE I.T.S. J.P.O. HAS A RESPONSIBILITY FOR PLANNING, DIRECTING, AND COORDINATING THIS PROGRAM ACROSS THE U.S., D.O.T.
PRIOR TO BECOMING PROGRAM MANAGER HE SERVED AS DEPUTY DIRECTOR OF THE I.T.S. J.P.O. FOR THREE YEARS
AND BEFORE COMING TO THE I.T.S. J.P.O., JEFF HELD A POSITION OF CHIEF SAFETY, DESIGN DIVISION IN THE F.H.W.A.,

THOSE OF YOU OUT THERE WILL NOTICE THAT THIS SESSION IS A LITTLE BIT ATYPICAL FOR THE KINDS OF SESSIONS THAT WE HAVE BEEN DOING THROUGH THE INTOC TALKS WEB SITE.
WE ARE LOOKING MORE TO THE FUTURE IN THIS PARTICULAR SESSION AND TALKING ABOUT AN INITIATIVE, A MAJOR INITIATIVE OF THE FEDERAL I.T.S. PROGRAM,
AND THE POTENTIAL THAT IT HAS TO SIGNIFICANTLY IMPACT BOTH SAFETY AND MOBILITY OUT IN THE TRANSPORTATION SYSTEM IN THE FUTURE.
SO WE ARE GETTING OUT OF KIND OF CURRENT DAY A LITTLE BIT AND LOOKING TOWARDS THE FUTURE THROUGH THIS DISCUSSION AND THE WEBCAST THIS AFTERNOON.
WHAT I WANT TO TRY TO DO IN THIS PRESENTATION IS REALLY ANSWER FOUR QUESTIONS.
FIRST, I WANT TO EXPLAIN TO YOU A LITTLE BIT ABOUT WHAT V.I.I. IS, TALK A LITTLE BIT ABOUT WHY IT'S IMPORTANT TO THE FUTURE DELIVERY OF TRANSPORTATION IN THE UNITED STATES,
EXPLAIN WHO IS INVOLVED IN THIS EFFORT, AND THEN PROVIDE SOME INSIGHT INTO THE WORK THAT'S BEEN GOING ON AND THE WORK THAT'S UNDERWAY CURRENTLY.
FIRST, WHAT IS V.I.I.?
WELL, VERY SIMPLY, IT'S ABOUT CONNECTING VEHICLES AND INFRASTRUCTURE AND VEHICLES AND VEHICLES AND GIVING THEM THE ABILITY TO COMMUNICATE WITH ONE ANOTHER,
AND BY COMMUNICATE, WE'RE TALKING PRIMARILY ABOUT DATA COMMUNICATIONS, AS OPPOSED TO VOICE COMMUNICATIONS.
SO THE ABILITY TO SEND INFORMATION FROM ONE VEHICLE TO ANOTHER, OR FROM THE VEHICLE TO THE INFRASTRUCTURE ALONG THE ROADSIDE AND BACK TO USERS, BACK AWAY FROM THE ROAD SIDE.
THAT IS THE BASIC CONCEPT BEHIND V.I.I.
THE BASIC PREMISE THAT IS BEING CONSIDERED IS THAT AT SOME POINT IN THE FUTURE,
ALL NEW VEHICLES WOULD BE EQUIPPED WITH A SHORT RANGE DATA COMMUNICATIONS CAPABILITY, AND THE CAPABILITY WOULD USE WHAT IS CALLED D.S.R.C.
OR DEDICATED SHORT RANGE COMMUNICATIONS.
ESSENTIALLY THIS IS THE SAME BASIC TECHNOLOGY THAT'S BEING USED TODAY FOR ELECTRONIC TOLL COLLECTION.
SO IT'S A MORE ADVANCED VERSION OF THAT, BUT SAME BASIC IDEA AND IT WOULD OPERATE AT A DIFFERENT FREQUENCY.
IT WOULD OPERATE AT THE 5.9 GIGAHERTZ FREQUENCY AND I WILL TALK A LITTLE BIT MORE ABOUT WHY THAT'S IMPORTANT LATER.
THE OTHER THING THAT WOULD BE BE THOSE NEW -- BE ON THOSE NEW VEHICLES IS POSITIONING CAPABILITY, USING THE GLOBAL POSITIONING SYSTEM,
THE ABILITY FOR THE VEHICLE TO KNOW AT ALL TIMES WHERE IT IS AND TO BE ABLE TO TRANSMIT THAT LOCATION.
THE OTHER PART OF THE PREMISE IS THAT A NATIONWIDE ROADWAY-BASED DATA COMMUNICATIONS NETWORK WOULD BE CREATED.
SO NOT ONLY WOULD THE VEHICLES BE ABLE TO TALK TO ONE ANOTHER, BUT THEY WOULD HAVE SOMETHING TO TALK TO AND THAT IS A ROADSIDE THAT'S ABLE TO RECEIVE COMMUNICATIONS
AND TOGETHER PUTTING THOSE TWO PIECES TOGETHER, THEY WOULD FORM IN ESSENCE AN ELECTRONIC HIGHWAY OR A 21st CENTURY INTERSTATE
THAT ALLOWS THAT COMMUNICATION TO TAKE PLACE BACK AND FORTH BETWEEN VEHICLES AND INFRASTRUCTURE.
WE BELIEVE IF THIS ENABLING COMMUNICATION INFRASTRUCTURE IN BOTH THE VEHICLES ON THE ROADSIDE CAN BE CREATED, IT CAN ENABLE A WIDE RANGE OF SAFETY AND MOBILITY APPLICATIONS TO TAKE PLACE
AND WHAT YOU SEE ON THE SCREEN ARE JUST SOME EXAMPLES OF THOSE CAPABILITIES.
IT COULD BE USED, FOR EXAMPLE, AT INTERSECTIONS TO PRESENT WARNINGS TO DRIVERS, OR EVEN AT SOME POINT, TAKE PARTIAL CONTROL OF VEHICLES TO PREVENT COLLISIONS AT INTERSECTIONS.
IT COULD ALLOW US TO GATHER SYSTEMWIDE INFORMATION ABOUT WEATHER OR TRAFFIC SPEEDS OR TRAVEL CONDITIONS AND ALLOW THAT INFORMATION TO BE USED IN BETTER MANAGING THE SYSTEM,
AND ALSO ALLOW THAT INFORMATION TO BE PROVIDED TO TRAVELERS TO ALLOW THEM TO MAKE BETTER TRAVEL DECISIONS.
THESE ARE JUST A FEW OF THE APPLICATIONS THAT WE BELIEVE ARE POSSIBLE IF V.I.I. CAME INTO BEING AND I WILL TOUCH ON A FEW MORE A BIT LATER
BUT JIM SCHULTZ WILL TALK ABOUT SOMETHING CALLED USE CASES WHICH IS ANOTHER TERMINOLOGY THAT'S USED TO DESCRIBE AND CATALOG APPLICATIONS.
SO YOU WILL HEAR A LOT MORE ABOUT SOME OF THE POTENTIAL APPLICATIONS THAT -- THAT WE ENVISION THAT COULD COME FROM A VEHICLE INFRASTRUCTURE INTEGRATION SYSTEM.
A LITTLE BIT OF BACKGROUND ABOUT HOW WE GOT HERE AND WHY ARE WE PURSUING THIS PARTICULAR INITIATIVE AT THIS TIME?
THE IDEA OF CONNECTING VEHICLES WITH ONE ANOTHER OR CONNECTING THE VEHICLES WITH THE INFRASTRUCTURE IS CERTAINLY NOT NEW.
IT'S AN IDEA THAT'S BEEN TALKED ABOUT PRIOR TO AND CERTAINLY SINCE THE INCEPTION OF THE I.T.S. PROGRAM IN THE LATE '80s AND EARLY '90s
AND WE THOUGHT ABOUT IT IN MANY DIFFERENT WAYS OVER THAT TIME PERIOD BUT WE BELIEVE NOW THAT THE THAT PROVIDED REAL OPPORTUNITY TO MAKE IT HAPPEN.
ONE OF THE REASONS WE BELIEVE IT'S POSSIBLE IS BECAUSE OF SOME OF THE ADVANCEMENTS THAT HAVE TAKEN PLACE UNDER THE I.T.S. VEHICLE SAFETY PROGRAM
OR INITIATIVE THAT WE HAVE CALLED THE INTELLIGENT VEHICLE INITIATIVE AND THROUGH THIS PROGRAM, WE HAD A LOT OF COOPERATIVE WORK GOING ON BETWEEN THE AUTOMOTIVE INDUSTRY AND THE FEDERAL GOVERNMENT,
AND I THINK WE CAME TO UNDERSTAND THE POSSIBILITIES AND THE POTENTIAL OF THIS VEHICLE TO INFRASTRUCTURE COMMUNICATION.
WE ALSO HAD FIVE YEARS TO DEVELOP A WORKING RELATIONSHIP BETWEEN THE AUTOMOTIVE INDUSTRY, AND THE GOVERNMENT AND I THINK THAT HELPED US COME TOGETHER AROUND THIS PARTICULAR IDEA.
A SECOND PUSH IN THIS DIRECTION HAS BEEN THE GROWING EMPHASIS ON ROADWAY SYSTEM MANAGEMENT AND OPERATIONS SOMETHING THAT WE TALKED A LOT ABOUT THROUGH THE INTOC TALKS WEB SERIES
AND THE NEED TO MANAGE THE SYSTEM MORE AGGRESSIVELY, THE NEED TO GET MORE OUT OF THE EXISTING SYSTEM AND TO BE ABLE TO DEAL WITH THE GROWING CONGESTION ISSUES
AND THEN A THIRD COMPONENT AND VERY IMPORTANT COMPONENT HAS BEEN THE REVOLUTION OF COMMUNICATIONS TECHNOLOGY WE HAVE SEEN HAPPEN
IS THE DEDICATED SHORT RANGE COMMUNICATIONS COME ALONG AND BE USED FOR ELECTRONIC CONTROL.
WE HAVE THE FCC ISSUE SET ASIDES FOR 75 MEGAHERTZ OF PECK SPECTRUM AT THAT 5.9 GIGAHERTZ AREA, SPECIFICALLY FOR THE PURPOSES OF SUPPORTING THIS TYPE OF COMMUNICATIONS THAT WE'RE TALKING ABOUT.
SO IT'S DEDICATED SET ASIDE SPECTRUM THAT CAN ONLY BE USED FOR PUBLIC SAFETY APPLICATIONS, AND TRANSPORTATION APPLICATIONS LIKE WE'RE TALKING ABOUT HERE.
AND THAT'S VERY IMPORTANT TO HAVE ACCESS TO THAT SPECTRUM.
AND WE HAVE SEEN A LOT OF GROWTH ON ONBOARD COMPUTING.
AND SO ALL OF THIS -- THEY ADVANCEMENTS HAVE COME TOGETHER AND HAVE LAID THE GROUND WORK, THE FOUNDATION, IF YOU WILL FOR THE V.I.I. INITIATIVE.
THERE ARE A COUPLE OF DRIVING FORCES HIP THE.
D.O.T.
AND THE FIRST IS SAFETY.
THERE'S A VERY STRONG DESIRE ON THE PART OF THE DEPARTMENT OF THE TRANSPORTATION AS WELL AS THE OTHERS INVOLVED IN THIS INITIATIVE TO DO SOMETHING ABOUT THE TRENDS THAT YOU SEE SHOWN ON THE SCREEN.
ESSENTIALLY A FLATTENING IN TERMS OF THE FATALITIES, AND THE FATALITY RATE, WHILE THEY HAVE CREPT DOWN SLIGHTLY, IT'S OWN BEEN VERY SLIGHTLY.
AND WE BELIEVE IT'S UNACCEPTABLE TO ALLOW PEOPLE TO DIE OUT ON THE HIGHWAY SYSTEM, AND OCCUR 300 INJURIES AND LOSS
AND THAT IF WE ARE GOING TO CHANGE THE TREND, WE NEED TO DO SOMETHING SIGNIFICANTLY DIFFERENT THAN WE HAVE IN THE PAST.
AND V.I.I. CAN BE THAT THING THAT'S SIGNIFICANTLY DIFFERENT.
AS YOU SEE ON THE SCREEN, A QUOTE FROM JEFF RUNGY, I THINK IT CONVEYS THE PARTICULAR DIRECTION WE ARE TRYING TO GO WITH THE V.I.I. INITIATIVE.
AND THAT IS THE DEPARTMENT AND THE INDUSTRY AT LARGE HAS SPENT A LOT OF TIME IN RECENT DECADES WORKING ON CRASHWORTHINESS,
ON THINGS LIKE THE VEHICLE DESIGN, IMPROVING SEAT BELT USE, GETTING AIRBAGS INTO VEHICLES ALL VERY GOOD THINGS TO HELP PROTECT OCCUPANTS IN THE CASE OF A CRASH.
WHAT WE ARE TRYING TO DO THROUGH THE V.I.I., IS TO PREVENT THE CRASHES IN THE FIRST PLACE.
WE WANT TO TRY TO PREVENT THAT CURVE THAT I SHOWED YOU ON THE PREVIOUS SLIDE.
WE HAVE BEEN WORKING WITH THE INDUSTRY AND OTHER THE INTELLIGENT VEHICLE INITIATIVE AND FROM THE WORK THAT'S HAND DONE ON THOSE INITIATIVES,
IT'S PROVE THAN IT'S A CRITICAL ELEMENT FOR PREVENTING CERTAIN TYPES OF CRASHES PARTICULARLY COLLISIONS AT INTERSECTIONS AND ROADWAY DEPARTURE COLLISIONS
AND IF YOU PUT THOSE TWO CRASH TYPES TOGETHER, THEY ACCOUNT FOR MORE THAN 50% OF THE CRASHES AND FATALITIES ON THE ROADWAY.
SO SAFETY IS A BIG ISSUE.
WE BELIEVE THAT THE ABILITY TO COMMUNITY O COMMUNITY IS A KEY TO PREVENT CRASHES.
WE BELIEVE IT IS A KEY FOR TWO PARTICULAR TYPES OF CRASHES INTERSECTIONS AND ROADWAY DEPARTURE
AND IF SUCCESSFUL, THAT THEY CAN MAKE A SIGNIFICANT DIFFERENCE IN THE SAFETY STATISTICS THAT WE TALKED ABOUT EARLIER.
THE IS COMBATING CONGESTION.
IF YOU LOOK AT THE SLIDE BEFORE YOU, WHAT WE SEE IS OVER THE LAST 20 YEARS OR SO, THAT THE VEHICLE MILE OF TRAVEL OR V.M.T. HAS RISEN OVER 80% IN THAT TIME PERIOD.
AT THE SAME TIME WE HAVE ADDED AROUND 2% OF ADDITIONAL CAPACITY TO THE SYSTEM.
SO NOT SURPRISINGLY, WE HAVE DELAY STATISTICS FROM THE TEXAS TRANSPORTATION INSTITUTE THAT SHOW THAT THE AVERAGE DELAY PER PERSON IN HOURS OF DELAY WAS ABOUT 20 HOURS BACK IN 1980
AND MOST RECENTLY IN THE MOST RECENT DATA RISEN TO ABOUT 46 HOURS ANNUALLY.
SO WE SEE THIS RISE IN CONGESTION, AND WE NEED TO LOOK FOR OPPORTUNITIES TO BE ABLE TO ADDRESS THAT.
NOW, WE'RE NOT SAYING THAT V.I.I. ALONE CAN SOLVE THE CONGESTION PROBLEM, BUT WE BELIEVE IT WILL BE AN IMPORTANT ENABLER TO ALLOW US TO TAKE ON THAT PROBLEM MORE DIRECTLY.
ONE OF THE THINGS THAT WE HAVE TALKED ABOUT IN THE MANAGEMENT OPERATIONS COMMUNITY IS THE IMPORTANCE OF IMPROVING RELIABILITY ON THE SYSTEM.
AND WE BELIEVE V.I.I. CAN BE A VERY IMPORTANT SUPPORTING TOOL IN DOING THAT.
WHEN WE ARE TRYING TO ADDRESS THINGS LIKE TRAFFIC INCIDENTS WORK ZONES, BAD WEATHER CONDITIONS.
ONE OF THE KEYS IS KNOWING WHAT'S GOING ON OUT IN THE SYSTEM IN REALTIME AND WE BELIEVE V.I.I. CAN PROVIDE THAT KIND OF INFORMATION.
FOR EXAMPLE, IF YOU LOOK AT TRAFFIC MANAGEMENT, OVER THE LAST DECADE OR SO, THROUGH INVESTMENTS, THROUGH THE I.T.S. PROGRAM AND LARGER INVESTMENTS BY THE TRANSPORTATION COMMUNITY,
WE CURRENTLY HAVE TRAFFIC MANAGEMENT CENTERS DEPLOYED IN VIRTUALLY EVERY MAJOR METROPOLITAN AREA IN THE UNITED STATES,
BUT ONE OF THE DIFFICULTIES THAT THOSE TRAFFIC MANAGEMENT CENTERS HAVE IS THAT IN LARGE MEASURE THEY OPERATE IN THE DARK.
AND BY THAT, I MEAN, THEIR ABILITY TO SEE IN REALTIME AND KNOW IN REALTIME WHAT IS HAPPENING ON THE SYSTEM, THAT THEY ARE RESPONSIBLE FOR MANAGING IS VERY LIMITED.
THEY HAVE INFORMATION ABOUT THE FREEWAY SYSTEM, BUT VERY LIMITED INFORMATION ABOUT ARTERIALS AND OTHER PARTS OF THE SYSTEM.
AND WE BELIEVE THAT V.I.I. COULD PROVIDE THE ABILITY TO ESSENTIALLY GIVE THEM REALTIME KNOWLEDGE ABOUT WHAT'S GOING ON ACROSS THE SYSTEM,
THROUGH THE ACQUISITION OF ANONYMOUS INFORMATION FROM VEHICLES TRAVELLING OUT ON THAT SYSTEM AND THOSE VEHICLES COULD PROVIDE INFORMATION ON TRAVEL SPEEDS IS,
TRAVEL TIMES, WEATHER CONDITIONS, LOCATION OF INCIDENTS, ET CETERA, AND THEY COULD BE USED FOR A VARIETY OF POLITICS THAT WILL ALLOW THE SYSTEM TO BE BETTER MANAGED.
SIMILARLY, WE BELIEVE THAT V.I.I. COULD PROVIDE INFORMATION THAT COULD BE DELIVERED DIRECTLY TO TRAVELERS.
REALTIME INFORMATION IN THE VEHICLE THAT WOULD ALLOW THE TRAVELLER TO MAKE APPROPRIATE DECISIONS ON WHEN TO TRAVEL, WHAT ROUTE TO TAKE, WHAT TIME OF DAY TO TRAVEL.
IT COULD PROVIDE THE KIND OF DYNAMIC ROUTING THAT WE HAVE AGAIN, ENVISIONED SINCE THE BEGINNING OF THE I.T.S.
PROGRAM BUT THAT'S NEVER REALLY COME TO FRUITION AT LEAST IN THE UNITED STATES, LARGELY BECAUSE THE CONTENT,
THE INFORMATION ABOUT WHAT'S GOING ON OUT IN THE SYSTEM HAS NOT BEEN READILY AVAILABLE ON A WIDE SPREAD BASIS.
AND THERE IS A WHOLE BUNCH MORE THAT WE BELIEVE THAT COULD BE ENABLED AND, AGAIN, JIM SCHULTZ IN A FEW MINUTES IS GOING TO TALK ABOUT THE USE CASES
AND HOW THEY RELATE TO SOME OF THE APPLICATIONS THAT YOU SEE ON THE SCREEN RIGHT NOW.
BUT WE BELIEVE THAT V.I.I. CAN ACT AS AN ENABLER MUCH AS THE INTERNET ACTED AS AN ENABLER FOR MANY DIFFERENT APPLICATIONS AND USES THAT WE SEE HAPPENING TODAY,
THAT -- THE THINGS THAT I TALKED ABOUT SO FAR AND THAT YOU SEE ON THE SCREEN ARE JUST THE THINGS THAT ARE REALLY BEFORE US
AND THERE WILL BE MANY THINGS THAT WOULD COME OF THIS ABILITY TO COMMUNICATE BETWEEN VEHICLES AND INFRASTRUCTURE THAT WE CAN'T EVEN IMAGINE, OR DON'T EVEN THINK ABOUT TODAY.
NOW, I HAVE GIVEN YOU THE BACKGROUND OF THE CONCEPT.
SO QUESTION IS: HOW DO WE MAKE IT -- SEE IF WE CAN MAKE THIS VISION A REALITY.
AND THE GROUP THAT'S WORKING ON TRYING TO DO SO IS CALLED THE V.I.I. COALITION.
IT INCLUDES REPRESENTATIVES OF THE DEPARTMENT OF THE TRANSPORTATION, AND CONSISTS OF STAFF FROM ASTO,
AS WELL AS REPRESENTATIVES FROM TEN STATE DEPARTMENTS OF TRANSPORTATION, AND STAFF AND REPRESENTATIVES FROM ALL THE MAJOR AUTOMOTIVE MANUFACTURERS.
AND THIS -- THE DISCUSSION IS GOING ON REALLY ON TWO LEVELS THERE.
-- A WORKING GROUP OF TECHNICAL SPECIALISTS THAT HAS BEEN WORKING TOGETHER OVER THE LAST 18 MONTHS OR SO, LOOKING AT VARIOUS ISSUES, BOTH TECHNICAL AND INSTITUTIONAL ASSOCIATED WITH THE I.I.
AND THEN THERE'S AN EXECUTIVE LEVEL GROUP, CONSISTING AT THE C.E.O. OR VICE PRESIDENTIAL LEVEL THAT'S CHANGING IDEAD
AND BEGINNING TO BUILD COOPERATION TO LOOK AT THOSE SAME ISSUES BUT MORE FROM A HIGHER POLICY LEVEL AS WELL.
THE FOCUS OF THIS COALITION IS REALLY TRYING TO ANSWER TWO BASIC QUESTIONS.
FIRST, IS THE INVESTMENT THAT WOULD BE NECESSARY TO EQUIP THE VEHICLES AND THE ROADWAY INFRASTRUCTURE WITH THE COMMUNICATION SYSTEM WARRANTED?
WILL THE BENEFITS THAT WILL BE ACCRUED OUTWEIGH THE COSTS?

YOU DON'T WANT VEHICLES OUT THERE WITH NO INFRASTRUCTURE TO TALK TO.
ON THE OTHER HAND, YOU DON'T WANT TO BUILD AN INFRASTRUCTURE IF THERE ARE NO VEHICLES TO COMMUNICATE WITH.
SO IT IS A CHICKEN AND THE EGG PROBLEM, AND WHEN YOU HAVE TO GET THE TWO SYNCHRONIZED AND THUS THE SECOND QUESTION YOU SEE BEFORE YOU.

THE FOURTH TRACK LOOKS AT INSTITUTIONAL ISSUES THINGS SUCH AS PRIVACY, LIABILITY, DATA OWNERSHIP, HUGE ISSUES THAT WOULD HAVE TO BE ADDRESSED AND DEALT WITH IN PUTTING THIS KIND OF SYSTEM IN PLACE.

HOW DO WE GO THROUGH A SERIES OF DEMONSTRATIONS TO PROVE THAT IT IS -- TO SHOW THAT IT IS TECHNICALLY FEASIBLE AND TO PROVE HOW AND DEMONSTRATE HOW IT WILL BE DONE.

THE GOAL IS TO, BY 2008 GET TO A DECISION POINT ON THE TWO QUESTIONS I POSED EARLIER THAT WE DECIDE THAT, YES, THE -- THE BENEFITS DO, IN FACT, OUTWEIGH THE COST
AND, YES, WE CAN SYNCHRONIZED THIS AND, YES WE WILL MAKE WHATEVER COLLECTIVE INVESTMENT NEEDS TO BE MADE TO MAKE IT HAPPEN OR, NO, THE TIME STILL IS NOT RIGHT TO MAKE THIS V.I.I. COME INTO BEING.
IN TERMS OF PROGRESS TO DATE, JUST SOME BULLETS I THINK ON SOME OF THE ACCOMPLISHMENTS THUS FAR.
I BELIEVE THAT A STRONG INDUSTRY PARTNERSHIP HAS BEEN CREATED AND IT WAS ESSENTIAL TO CREATE THIS PARTNERSHIP BETWEEN THE GOVERNMENT AND THE INDUSTRY
TO PROVIDE THE FOUNDATION FOR THE WORK THAT IS GOING ON AND THE WORK THAT IS YET TO COME.
WE HAVE DONE ENOUGH OF WORK, AS I MENTIONED EARLIER TO PROVE TO OURSELVES, THAT THIS IS TECHNICALLY FEASIBLE.
WE CLEARLY HAVE TO PROVE THAT TO A LARGER WORLD BUT I THINK THE COALITION BELIEVES IT'S FEASIBLE.

AND IN FEBRUARY, WE HELD THE FIRST REALLY NATIONAL PUBLIC MEETING.
THIS WAS A MEETING THAT WAS HELD SAN FRANCISCO, WAS ORGANIZED BY I.T.S. AMERICA, AND IT INVOLVED OVER 250 PARTICIPANTS THAT CAME TO LEARN, MUCH AS YOU ARE TODAY,
ABOUT V.I.I., ASK QUESTIONS, AND IMPORTANTLY, IT WAS -- IT INCLUDED A WIDE RANGE OF PUBLIC -- PRIVATE SECTOR PARTICIPANTS, FOLKS FROM THE TELECOMMUNICATIONS INDUSTRY, FROM THE COMPUTING INDUSTRY,
THAT HAD HEARD ABOUT IT OR WERE AWARE OF V.I.I. AND WANTED TO LEARN MORE ABOUT IT.
IN TERMS OF NEXT STEPS, CLEARLY THERE'S MUCH WORK TO DO AND THAT'S WHY I SAID AT THE START OF TODAY'S PRESENTATION,

SO WE STILL HAVE THIS DIVIDED UP INTO THE VEHICLE SIDE, THE ROADSIDE AND THE BACK SIDE.
VERY SIMPLE BLOCK DIAGRAM AND CONCEPTUALLY THIS SYSTEM SYSTEM IS, IN FACT, RELATIVELY SIMPLE.
IT'S COMPOSED OF THREE MAJOR COMPONENTS.
WHAT YOU FIND ON THE CAR, THE ON-BOARD EQUIPMENT, WAS -- WHAT IS ON THE ROADSIDE AND WHAT IS ON THE BACK SIDE IN TERMS OF THE MESSAGE SWITCHING SYSTEM.
THE ONBOARD EQUIPMENT PROVIDES CONNECTIVITY THROUGH THE HUMAN MACHINE INTERFACE, SCREENS AND SPEAKERS, LIGHTS AND BELLS TO THE DRIVER
AND IT ALSO PROVIDES CONNECTIVITY FOR VEHICLE DATA BACK TO THE SYSTEM.
THE MESSAGE SWITCH SENDS THE INFORMATION THAT COMES FROM THE VEHICLES TO THE APPROPRIATE SUBSCRIBER APPLICATIONS.
THREE RELATIVELY SIMPLE COMPONENTS.
I WILL TALK ABOUT EACH OF THOSE IN TURN.
THIS IS WHAT IS ON THE VEHICLE, AND AS JEFF HAS IDENTIFIED, THE INTENTION HERE IS THIS BASIC EQUIPMENT WILL BE FOUND IN THE FUTURE ON EVERY NEW VEHICLE THAT IS PRODUCED.
AND IT CONTAINS YOUR LOCATIONING SYSTEM, WHICH USES THE GLOBAL POSITIONING SYSTEM, THE D.S.R.C. COMMUNICATION SYSTEM, AND APPLICATION PROCESSOR, A CONNECTION TO VEHICLE SERVICES.
THIS IS THE AUTOMOTIVE BUS THAT'S FOUND ON MOST CARS TODAY, THAT CARRIES LITERALLY HUNDREDS OF DIFFERENT MESSAGES,
MANY OF WHICH HAVE RELEVANCE TO THIS AND A CONNECTION TO THE VEHICLE DISPLAY AND AUDIT SYSTEM FOR THE DRIVER.
THIS IS A -- THIS MAY BE A VERY SMALL DEDICATED BOX.
IT IS NOT VERY BIG.
AND WE HOPE IT IS NOT VERY EXPENSIVE.
ON THE ROADSIDE, YOU HAVE SOMETHING THAT LOOKS STRUCTURALLY VERY SIMILAR.
YOU'VE GOT THE SAME D.S.R.C. TRANSRECEIVER.
YOU HAVE A VERY SIMILAR G.P.S. RECEIVER.
YOU'VE GOT AN APPLICATION PROCESSOR.
AND YOU HAVE A BACK HALL COMMUNICATION INTERFACE.

IN SOME APPLICATIONS YOU WILL WANT TO BE CONNECTED TO THE LOCAL CONTROLLER AT THE SIGNAL.
THE APPLICATION OF SIGNAL VIOLATION WARNING, WHICH JIM SCHULTZ HAD MENTIONED IS ONE EXAMPLE, WHERE THE SIGNAL STATE INFORMATION CAN BE SENT TO THE APPLICATION PROCESSOR,
AND THEN BROADCAST TO CARS THAT ARE APPROACHING THE INTERSECTION.
ON THE BACK SIDE, WE HAVE BASICALLY A MESSAGE SWITCHING SYSTEM.
THIS IS NO DIFFERENT THAN MANY SYSTEMS THAT EXIST TODAY, AND THIS ALL CAN BE PUT TOGETHER FROM COMMERCIALLY AVAILABLE HARDWARE AND SOFTWARE.
THERE'S NOTHING NEW HERE.
YOU HAVE AN INTERFACE TO WHATEVER THE COMMUNICATION SYSTEM IS, BE IT WIRELESS OR WIRED.
YOU'VE GOT TWO ROUTING SYSTEMS.
THIS PROVIDES INTERNET-TYPE ROUTING, AND THIS PROVIDES WHAT IS CALLED A.I.D. ROUTING.
AND LET ME TELL YOU WHAT THAT IS.

MAKES IT VERY EASY TO HANDLE THESE KIND OF MESSAGES.
THIS ARCHITECTURE HAS A LOT OF CONCERNS ABOUT IT IN TERMS OF PRIVACY AND SECURITY.
IT IS A WIRELESS SYSTEM.
WE ARE BROADCASTING INFORMATION THAT HAS TO DO WITH THE LOCATION, SPEED, OF VEHICLES.
SO WE -- WE HAVE TO TAKE SOME ACTION TO ENSURE THAT THIS IS PRIVATE AND SECURE.
A COUPLE WAYS WE HAVE APPROACHED IT.
THE CORE ARCHITECTURE REALLY DOES NOT HAVE ANY PERMANENT PUBLIC IDENTIFIER ON THE ON-BOARD EQUIPMENT.
THE VEHICLE ITSELF IS ANONYMOUS.
THE COMMUNICATIONS THAT ARE BEING USED ARE, IN FACT, SECURED AND ENCRYPTED.
NOBODY -- NO THIRD PARTY CAN TAP INTO THOSE WIRELESS COMMUNICATIONS.
THE TRANSRECEIVERS, THE BOXES THAT I SHOWED IN THE PREVIOUS SLIDES, THESE ARE NOT THINGS YOU BUY AT BEST BUY.
THESE ARE LICENSED TRANSMITTERS, THEY ARE LICENSED BY THE FCC.
THE R.S.U.s ARE LICENSED BY LOCATION, AND THE ON-BOARD EQUIPMENT IS LICENSED AT POINT OF MANUFACTURER, AT THE AUTOMOTIVE ASSEMBLY PLANTS.

AND EVERY FEW PHEW SECONDS IT WRITES A NEW ENTRY -- AND EVERY FEW SECONDS, IT WRITES A NEW ENTRY.
EVERY FEW MINUTES, IT MAY PASS AN R.S.U.
IT SENDS A MESSAGE TO THE SYSTEM.
AND THIS IS A MESSAGE THAT IS BEING JOINTLY DEVELOPED BY S.A.E. AND ASTO.
SO IT WILL BE A STANDARD MESSAGE, THE SAME MESSAGE EVERYWHERE IN THE COUNTRY.
THE ROADSIDE EQUIPMENT RECEIVES THAT MESSAGE, AND IT GOES TO THE MESSAGE SWITCH, AND THEN APPLICATION USERS CAN SUBSCRIBE TO IT.
IT'S THE TRAFFIC MANAGEMENT SYSTEM, AND THEN SUBSCRIBE TO THAT PARTICULAR MESSAGE, PUT IT INTO THE FORMAT THAT THEY NEED BY AGGREGATING IT WITH OTHER MESSAGES
AND BUILD A REALTIME DATABASE THAT PERMITS THEM TO EFFECTIVELY MANAGE THE TRAFFIC.
SO THIS IS A ONE-WAY FROM THE VEHICLE, BACK TO A TRAFFIC MANAGEMENT CENTER.

THE INTERSECTION SIGNAL VIOLATION WARNING, THIS IS WHEN A VEHICLE IS APPROACHING A SIGNALIZED INTERSECTION, AND IT PROBABLY IS NOT STOPPING LIKE IT SHOULD
AND THERE'S THE POTENTIAL FOR IT TO GO THROUGH THE INTERSECTION, VIOLATING THE SIGNAL.
LET ME EXPLAIN HOW THIS WORKS: HERE WE HAVE A VERY STANDARD INTERSECTION CONTROLLER.
THE INTERSECTION CONTROLLER KNOWS THE STATE OF THE SIGNALIZATION SYSTEM.
IT SENDS ON A SERIAL LINE THAT SIGNAL STATE TO THE ROADSIDE UNIT, RIGHT ON THE POLE AT THE INTERSECTION.
IT HAS IN IT A SIGNAL VIOLATION WARNING APPLICATION THAT TAKES THAT MESSAGE AND BROADCASTS IT OUT TO CARS IN THE -- IN THE AREA OF THE INTERSECTION.
THE VEHICLE RECEIVES THAT INFORMATION; THEREFORE, THE VEHICLE COMPUTER NOW KNOWS WHAT THE STATE AND THE TIMING IS OF THE SIGNAL.
SO IT KNOWS HOW MANY SECONDS WILL ELAPSE BEFORE THE SIGNAL TURNS RED.
BUT THE APPLICATION PROCESSOR KNOWS SOME MORE STUFF THAN THAT.
IT KNOWS WHERE THE VEHICLE IS AT, HOW CLOSE IT IS TO THE STOP BAR, HOW FAST IT'S GOING, AND WHETHER THE DRIVER HAS HIS FOOT ON THE THROTTLE OR THE BRAKES.
IT CAN USE THAT INFORMATION TO DETERMINE THE LIKELIHOOD OF THAT VEHICLE VIOLATING THE SIGNAL.
IF THAT LIKELIHOOD IS THERE, IT SENDS A MESSAGE TO THE VEHICLE H.M.I., AND ALERTS THE DRIVER THAT THEY ARE ABOUT TO GO THROUGH A RED LIGHT.
SIGNAL VIOLATION BEINGS FOR ABOUT -- INTERSECTION COLLISIONS ACCOUNT FOR ABOUT 20% OF ALL OF THE ACCIDENTS IN THE UNITED STATES.
AND IF WE CAN BE ONLY PARTIALLY EFFECTIVE AT MITIGATING THAT, THROUGH WARNING THE DRIVER, THIS -- THIS APPLICATION BY ITSELF, SHOULD HAVE A MAJOR IMPACT ON NATIONAL ACCIDENTS STATISTICS.
IT SHOULD SAVE LIVES.
