WE PROVIDE MASS TRANSPORTATION WITHIN SOUTHERN NEVADA. WE ARE THE TRANSIT OPERATOR THE FOR THE FIXED BUS ROUTE SYSTEM AND FOR THE RECENTLY IMPLEMENTED BUS TRAFFIC TRANSIT, WHICH WE REFER TO AS M.A.X.. WE ARE NOT MONORAIL OPERATOR. THE MONORAIL HAS RECEIVED SOME BAD PRESS FOR HAVING SOME OPERATIONAL PROBLEMS, GETTING OUT OF THE CHUTE, BUT IT IS CURRENTLY FUNCTIONAL AND IS SERVING THE VISITORS OF LAS VEGAS VERY WELL RIGHT NOW. ESPECIALLY THE CONVENTION ATTENDEES. SO IT -- IT HAS HAD SOME GETTING OUT OF THE BOX PROBLEMS BUT IT IS STARTING TO OPERATE AS PROJECTED. WE ALSO ADMINISTER THE REGION'S TRIP PRODUCTION PROGRAM. THE ROLE OF FAST. FAST, AGAIN, FREEWAY AND ARTERIAL SYSTEM OF TRANSPORTATION SERVES THE I.T.S. PROGRAM AND IT COMBINES SIGNAL SYSTEM WITH FREEWAY MANAGEMENT SYSTEM. WE ARE CURRENTLY COMPLETING CONSTRUCTION ON A TRAFFIC MANAGEMENT CENTER. A LARGE FACILITY AND IT WILL BE CO-HOUSED WITH THE NEVADA HIGHWAY PATROL. WE ALSO HAVE A PRIVATELY OPERATED BUT PUBLICLY FUNDED FREEWAY SERVICE PATROL THAT WILL BE OPERATED OUT OF THAT LOCATION AS WELL. FAST, HOW IT EVOLVED, HOW WE CAME ABOUT. WE ACTUALLY STARTED IN THE 1980s, FOCUSING ON ARTERIAL -- THE ARTERIAL SYSTEM ONLY. AND THE LAS VEGAS AREA DEVELOPED A GROUP CALLED THE LAS VEGAS AREA COMPUTER TRAFFIC SYSTEM, OR L.V.A.C. THIS WAS CREATED IN CONJUNCTION WITH THE NEVADA DEPARTMENT OF TRANSPORTATION, AND ALSO THE VARIOUS LOCAL ENTITIES, THE CITY OF LAS VEGAS, NORTH LAS VEGAS, HENDERSON, AND CLARK COUNTY. AND CLARK COUNTY IS THE ENTIRE COUNTY THAT LAS VEGAS IS LOCATED IN, THE URBAN AREA OF LAS VEGAS. IN 2003, LV.A.C.s -- L.V.A.C.s AND THE N DOT WERE FORMALLY COMBINED INTO THE SINGLE INTEGRATED ORGANIZATION WHICH IS FAST. ADMINISTRATIVELY SPEAKING, FAST WAS UNDER CONTROL OF CITY OF LAS VEGAS ADMIN STAFF IN TERMS OF HUMAN RESOURCES AND FINANCING AND SO FORTH. THE CITY OF LAS VEGAS H.R. AND ADMIN STAFF PROVIDED THAT SUPPORT. IN TERMS OF REPORTING STRUCTURE, FAST REPORTED TO THE OPERATIONS MANAGEMENT SUBCOMMITTEE, OR THE O.M.C. THE O.M.C. WE'VE HAD THE CHALLENGE IN LAS VEGAS OF GROWING VERY RAPIDLY. WE TRIED TO FORECAST POPULATION AND EMPLOYMENT INCREASES AS WELL AS POSSIBLE BUT WE TEND TO BE FORECASTING LOW. THE GROWTH HAS BEEN VERY AGGRESSIVE. IT HAS BEEN SUSTAINED FOR A LONG PERIOD OF TIME. AND IT CONTINUES. WE'RE PROBABLY GROWING AS FAST RIGHT NOW, AS WE HAVE BEEN ANY TIME DURING THE PAST 15 YEARS. IT IS AN AMAZING TRANSFORMATION TO SEE WHAT HAS HAPPENED IN THIS TOWN. IF YOU HAVEN'T BEEN HERE IN THE LAST YEAR OR SO, THERE ARE A LOT OF CHANGES FROM WHAT RECENTLY WAS HERE. SO WITH ALL OF THOSE ISSUES THAT WE FACE, THIS COALITION WAS FORMED, AND THEY WERE LOOKING TO IDENTIFY OPTIONS TO ALLEVIATE CONGESTION, IMPROVE THE TRANSIT SYSTEM AND PROTECT AIR QUALITY. THESE ISSUES WERE DEVELOPED, AND THEN A SUBCOMMITTEE WAS ESTABLISHED TO ADDRESS THE FUNDING ISSUES. R.T.C. 3 COULD DEMONSTRATE THAT 12 YEARS PRIOR, AROUND 1990 THAT A LOCAL FUNDING MEASURE HAD MADE GOOD ON TRANSPORTATION PROMISES. WE -- THE LOCAL COMMUNITY REQUESTED A FUNDING INCREASE, AND VOTERS APPROVED THAT MEASURE AND IT WAS ENACTED INTO LAW. AND BASED ON THE RAPID GROWTH, IT WAS DECIDED THAT WE NEEDED TO GO AFTER ADDITIONAL LOCAL FUNDS; THEREFORE, THE FAIR SHARE FUNDING PROGRAM WHICH WAS ALSO REFERRED TO AS QUESTION 10, WAS DEVELOPED. THIS FUNDING PRESSURE -- MEASURE WOULD RELY ON FUNDS FROM LOCAL TAXES, GAS TAXES, VISITOR TAXES, BUSINESS TAXES AND SO FORTH. SO A WIDE SPREAD IT. WASN'T HITTING ANY ONE KEY GROUP. ONE THING WE DO THAT WAS KIND OF UNIQUE, STATE FARM HAD A PROGRAM WHERE THEY WERE ACTUALLY GIVING GRANTS TO STUDY SITES THAT THEY HAD SHOWN WERE PROBLEMS FOR THEM. EXCUSE ME. ANYWAY, IN THE -- THE R.P.C. TEAMED UP WITH THEM. YOU CAN SEE WHERE I WAS INVOLVED AND DID THE ACTUAL STUDY. JOB GOT GOING AND STATE PUT UP $100,000 TOWARDS THE PROJECT. AND THE NEXT SCREEN YOU SEE IS SOMETHING I WAS VERY MUCH INVOLVED IN AND THIS WAS IN NEW ORLEANS HERE, IN ABOUT A SIX BLOCK AREA, WE HAVE LIKE NINE MEDICAL COMPLEXES, AND THE PROBLEM IS THAT RIGHT BETWEEN THEM RUNS THE I-10, THE INTERSTATE. AND WE HAD A LOT OF PROBLEMS WITH PEOPLE TRYING TO CROSS AND THINGS LIKE THAT. SO WE WERE INVOLVED WITH THEM IN CREATING A WALKWAY. AND WHAT YOU SEE HERE IS THE JOB WHICH WAS JUST COMPLETED ABOUT -- ABOUT TWO YEARS AGO. AND IT'S BEEN A REAL GOOD -- A REAL GOOD HELP IN THE AREA. THIS IS SOMETHING THE R.P.C. DOES. IT -- WE TRY TO BUILD GROUPS TOGETHER TO TAKE CARE OF PROBLEM SITES IN THE CITY. AND HERE YOU KIND OF GET AN IDEA OF EXACTLY WHAT WAS THE PROBLEM, AND LET'S SEE, JERRY IF MY POINTER WORKS HERE. I DON'T KNOW IF YOU CAN SEE, THAT BUT THAT'S THE ACTUAL WALKWAY. EN AS YOU SEE IT -- AND AS YOU SEE, IT WAS QUITE AN ENGINEERING CHALLENGE. WE HAD TO COME BELOW THE INTERSTATE BUT STAY ABOVE THE ROAD HERE. BUT IT IS BEEN A BIG HELP AND IT'S WORKING VERY WELL. SOMETHING THE R.P.C. ALSO IS DOING IN THE AREA IS WE'RE WORKING CLOSELY WITHIN N.O.P.D. HERE TO DETERMINE EXACTLY PED CRASHES IN THE AREA AND WE'RE INVOLVED IN ACTUALLY MAPPING THEM. AND FROM THERE WE'RE GETTING STUDIES TOGETHER. THEY ARE GOING ABOUT FINDING WAYS TO IMPROVE THEM. AND TRY TO ADDRESS THE CONCERNS. WE'RE DOING THIS ALSO FOR BIKES AND ALL OF THESE LITTLE DOTS YOU SEE, WE'RE ABLE TO GO IN AND ACTUALLY DETERMINE THE BAD SITES THROUGH OUR GIS,. AND, AGAIN WHAT WE ARE DOING NOW IS WE'RE INVOLVED IN STUDIES TO DETERMINE EXACTLY HOW TO CORRECT THESE PROBLEMS AT THESE SITES. SOMETHING ELSE WE'RE VERY MUCH INVOLVED IN IS -- YOU KNOW, WE WANT TO MAKE ROADS SAFE BUT WE ALSO TRY TO DO SOMETHING TO MAKE THEM LOOK BETTER AND ADD A FEW ENHANCEMENTS HERE AND THERE. THIS IS WHAT WE CALL THE AIRPORT ACCESS ROAD. SO IF YOU EVER COME INTO NEW ORLEANS AND YOU ARE HEADING TOWARDS I-10, THERE'S THIS LONG STRETCH OF ROAD. YOU WILL HAVE TO GO AND THIS WAS SOMETHING WE WERE VERY MUCH INVOLVED IN AND ACTUALLY IT WAS OUR JOB. AS IN OTHER STATES, WE ALSO ARE INVOLVED IN I.T.S. AND UPGRADING THE TRAFFIC SIGNALS IN THE AREA. AND THIS HERE IS A T.M.C. CENTER AT CITY HALL. WE FUND 100%. SOMETHING ELSE WE'RE DOING. WE'RE BUILDING A T.M.C., WHICH SHOULD BE DONE IN ABOUT TWO YEARS. WHERE WE HOPE TO LINK UP ALL THE TRAFFIC SIGNALS IN THE AREA TO THAT CENTER. AND HERE YOU KIND OF GET AN IDEA OF ONE OF THE SITES THAT WE HAVE UPGRADED THE LIGHTS AND YOU CAN ACTUALLY TAP INTO THESE FROM THE CONTROL CENTER AND CONTROL IT. SOMETHING WE'RE ALSO INVOLVED IN IS TRYING TO GET A LIGHT RAIL FROM THE AIRPORT, WHICH IS ABOUT -- MAYBE 10, 15 MILES FROM DOWNTOWN NEW ORLEANS, TRYING TO WORK THAT INTO THE CITY. ONE THING THAT I DO IN THAT RESPECT IS BRINGING MY BACKGROUND, YOU KNOW, IT'S EASY TO PLAN THINGS, BUT YOU'VE GOT TO MAKE SURE THAT YOU CAN ACTUALLY BUILD THEM. AND THAT'S WHAT I THINK I BRING TO THE TABLE HERE, AND HELPING SORT THIS OUT. NOW ONE OF THE PROBLEMS WE HAD WITH OUR STREETCAR WAS, OF COURSE, OUR -- OR I SHOULD SAY OUR LIGHT RAIL, WAS TO MAKE SURE THAT YOU GET ENOUGH PEOPLE WHO RIDE THEM TO JUSTIFY THE PROJECT. THEY WANTED TO BRING IT DOWN THE MAIN ROUTE IN THE CITY. WELL, OF COURSE THAT COULD BE A PROBLEM -- A PROBLEM IN THAT, THAT'S WHERE ALL THE CARS ARE. SO WE'RE TRYING TO WORK OUT THINGS LIKE FINDING OTHER ROUTES TO TAKE THE LIGHT RAIL DOWN. AND THEN FROM THERE, ANYONE WHO KNOWS NEW ORLEANS KNOWS WE HAVE A STREETCAR LINE. AND IT WOULD BE FROM THIS POINT, WE ARE TRYING TO FIND A PLACE WHERE YOU WOULD TRANSFER FROM THE LIGHT RAIL TO THE STREETCAR. AND WE'RE TRYING TO WORK ALL THAT OUT NOW. AND NOW I WILL TALK SOME ABOUT OUR ROLE IN INCIDENT MANAGE. AND THIS IS SOMETHING I HAVE BEEN INVOLVED IN A LOT IN THE LAST FEW WEEKS. AND ONE AREA THAT I HAVE BEEN DOING A LOT OF WORK IN IS WHAT WE CALL NEW ORLEANS EAST. AND IF YOU CAN LOOK RIGHT HERE, YOU SEE THIS LITTLE -- IT'S A HIGHRISE BRIDGE OVER A CANAL, AND IT SEEMS TO BE A REAL PROBLEM. THAT'S WHERE WE HAVE A LOT OF WRECKS. AND IN THE MORNING, A.M. TRAFFIC WILL BACK UP FROM HERE, ALMOST A MILE TO TWO MILES, JUST TO GET OVER THE BRIDGE. NOW, OF COURSE IF THERE'S A WRECK OR SOMETHING LIKE THAT, IT'S EVEN WORSE. SO TO TRY TO GET A HANDLE ON THAT, WE'VE INSTITUTED WHAT WE CALL A MAP PROGRAM. AND WHAT WE HAVE IS TWO VANS PATROL FROM 5 A.M. IN THE MORNING UNTIL 9:00 AT NIGHT, SEVEN DAYS A WEEK. THEY WILL RUN THIS EIGHT-MILE LENGTH OF ROAD, AND IF YOU HAVE -- IF YOU ARE OUT OF GAS OR YOU ARE BROKE DOWN, NEED A CHANGE OF TIRE OR ANYTHING RIGHT THERE, THAT'S WHAT THEIR JOB IS. THEY ARE THERE TO ASSIST YOU. NOW WE KNEW THIS WAS GREAT BUT WE NEEDED SOMETHING ELSE FOR THE HIGHRISE. AND SO AS PART OF THIS PROJECT, WE WENT AND WE INCORPORATED DURING THE A.M. PEAK, WHICH IS 5 A.M. TO 9 A.M., AT THE BRIDGE, WE HAVE A TOW TRUCK AND ALSO TWO N.O.P.D. VEHICLES. I KNOW IT SAYS ONE, BUT WE ACTUALLY WERE ABLE TO GET TWO IN. AND WHAT THEY DO IS THEY SIT THERE AND THEY WAIT. AND LIKE IN MOST CITIES, I'M SURE YOUR POLICE DEPARTMENTS ARE STRETCHED VERY THIN. AND WHAT WE WERE ABLE TO DO HERE AND WORK OUT THE CONTRACT WAS TO GET DETAILED OFFICERS THAT WOULD STAY AT THE BRIDGE AND BE THERE TO RESPOND. BECAUSE ON SOME DAYS, IT WOULD TAKE MAYBE HALF AN HOUR TO AN HOUR JUST FOR THEM TO SHOW UP. WELL, NOW WE HAVE QUICK RESPONSE AND THAT'S WHAT THE WHOLE IDEA WAS IN THIS OF THE PROJECT -- ASPECT OF THE PROJECT. NOW, THE NEXT THING THAT'S IN THE WORKS NOW. I HAD MEETINGS ON THIS JUST LAST WEEK, IS WE'RE GOING IN AND TRYING TO INSTALL CAMERAS THAT WILL DETECT THE WRECKS THAT HAPPEN ONLY -- ANYWHERE NEAR THE HIGHRISE. AND LIKE I EARL -- MENTIONED EARLIER, WE'LL HAVE A T.M.C. THAT WILL BE BUILT IN ABOUT TWO OR THREE YEARS WHAT WE WANTED TO DO, THOUGH. WE WANTED TO GO AHEAD AND GET OUR FEET WET AND FIND OUT A WAY THAT WE COULD INSTALL THESE DEVICES AND GET THE POLICE AND THE LAW ENFORCEMENT, THIS TOOL AS SOON AS POSSIBLE. FOR THOSE WHO MAY NOT KNOW, THE CITY OF NEW ORLEANS IS BASICALLY LIKE A BOWL. IT HAS A BIG LAKE ON THE FRONT AND, OF COURSE, THE GULF OF MEXICO ON THE BACK SIDE. AND IF YOU GET A BIG SURGE, SAY, 10 TO 15 FEET OF WATER, THE BIG CONCERN IS THAT THIS WHOLE LITTLE AREA WILL GO UNDER WATER. AND SO WE HAVE TO MOVE PEOPLE OUT OF HERE IN A VERY, VERY QUICK WAY. THAT TAKES A LOT OF PLANNING. IT TAKES A LOT OF ENGINEERING, AND JUST GETTING TOGETHER WITH STATE POLICE, D.O.T.D. AND WE HAVE BECOME VERY MUCH INVOLVED IN THIS ALSO. THE CONTEXT OF WHAT I WILL TALK ABOUT TODAY -- I JUST WANT TO INDICATE THAT WHEN I'M TALKING ABOUT SMART GROWTH, AT LEAST AS WE DEFINED IT AND VIEW SOME OF THE SLIDES ALTERNATIVE WISE GROWTH, WE'RE REALLY TALKING ABOUT A CITY CENTERED HIGHER DENSITY COMPACT DEVELOPMENT PATTERN WHICH IS DEVELOPED TO PRESERVE OPEN SPACES, AGRICULTURAL LANDS, ENVIRONMENTAL FEATURES AND REDUCE SPRAWL. AND WE HAVE A NUMBER OF FACTORS THAT HAVE SORT OF BROUGHT US TO WHERE WE ARE TODAY. I WANT TO SPEND A LITTLE TIME TOUCHING ON THESE AND THEN I WILL START MOVING ALONG THROUGH THEM QUICKLY. NUMBER ONE IN MY M.P.O. WE HAVE HAD A HISTORY OF A COOPERATIVE APPROACH TO CORRIDOR PROGRAMMING. HOW THAT WORK HAS BEEN -- AND WE HAVE IDENTIFIED KIND OF A PRIORITY CORRIDOR, AND ONE JURISDICTION MIGHT MAKE AN IMPROVEMENT IN THAT CORRIDOR IN ONE YEAR AND ANOTHER JURISDICTION MIGHT MAKE AN IMPROVEMENT IN THE SAME CORRIDOR THE NEXT YEAR AND THE THEIR JURISDICTION MIGHT MAKE AN IMPROVEMENT IN THE THIRD YEAR AND ONCE THAT CORRIDOR HAS BEEN FIXED WE MOVE ON TO ANOTHER PRIORITY. WITH THAT TYPE OF BACKGROUND, IT'S LED TO WHERE WE ARE TODAY. SECONDLY, WE AT ONE POINT WERE TRYING TO GET FUNDED TO DO A PREI.T.S. DEPLOYMENT PLANNING STUDY AND WHAT THAT REALLY MEANT IS WE HAD A TEAM OF PEOPLE FROM ALL THE JURISDICTIONS IN THE REGION TO PREPARE APPLICATION FOR PLANNING FUNDS AND SOME HISTORY OF WORKING TOGETHER. THAT SAME GROUP WAS EXPANDED AND ENLARGED WHEN WE WERE ABLE TO COOPERATIVELY DEVELOP A REGIONAL I.T.S. ARCHITECTURE WITH MDOT AND OUR FEDERAL PARTNERS. WE INVITED ABOUT 60 FOLKS TO THE TABLE TO PARTICIPATE IN THAT REGIONAL ARCHITECTURAL DEVELOPMENT PROCESS BUT THE CORE OF THOSE FOLKS WERE THE FOLKS THAT STARTED WITH US, AND THE PREDEPLOYMENT EFFORTS AND SO FORTH. ANOTHER CRITICAL ELEMENT IN HOW WE GOT TO WHERE WE ARE TODAY IS WE HAD A COMPREHENSIVE APPROACH WITH THE M.P.O.s TO FIND WAY TO IMPLEMENT IT AND WE DEVELOPED A CHECK LIST BACK IN THE '80s OF THINGS WE COULD DO TO IMPROVE MAKING THAT CONNECTION, AND WE HAVE BEEN WORKING OUR WAY THROUGH IT PRETTY CONTINUOUSLY EVER SINCE. ONE OF THOSE THINGS WAS DOING A LOT OF WALKABLE, LIVABLE COMMUNITY AUDITS AND TRAINING. WE PROBABLY TRAINED CLOSE TO 870 LOCAL POLITICAL AND CITIZENS AND WE HAVE DONE COMMUNITY AUDITS IN VIRTUALLY ALL OF OUR MAJOR JURISDICTION AND MANY OF OUR MINOR ONES. WE FOCUSED A LOT OF TIME AND ENERGY ON THAT. I WOULD DESCRIBE THAT AS MICROSCALE, WHERE WE'RE REALLY WORKING ON A STREET CORNER OR A BLOCK OR IN SOME CASES THE JUNCTURE OF A BICYCLE PATH IN A ROADWAY. AFTER SPENDING A CERTAIN AMOUNT OF TIME ON THAT, WE STEP BACK FROM IT FOR A BIT AND THEN WE PUT TOGETHER A REGIONAL SHARED VISION ABOUT WHAT THE FUTURE OF LAND USE SHOULD BE AS IT MIGHT IMPACT THE TRANSPORTATION SYSTEM. TO DO THAT, WE SECURED FUNDING FOR A NATIONAL DEMONSTRATION PROJECT WHICH WE CALL REGIONAL GROWTH FOR OUR FUTURE. AGAIN I WOULD CHARACTERIZE THIS AS MACRO SCALE, DEVELOPING A REGIONAL LAND USE THAT PEOPLE HAVE AGREED TO. AT THE SAME TIME, I WAS INVOLVED IN THE INITIAL MANAGEMENT AND OPERATIONS FOCUS GROUP AND SOME OF OUR DIRECTION HAS BEEN INFORMED BY OUR DISCUSSIONS, AS PART OF THAT FOCUS GROUP. I THINK ANOTHER FACTOR WAS MANY MICHIGAN WE WENT THROUGH A PERIOD OF REDEFINING OUR PLANNING PROCESS. I WILL TALK ABOUT THIS IN THE LAST SLIDE. AFT AND LASTLY AS A PART OF THE REGIONAL GROWTH PROJECTS, WE BROUGHT MANY NEW PLANNING STAKEHOLDERS TO THE TABLE. BEYOND THE TRADITIONAL PLANNING AND ENGINEERING AND OPERATIONS FOLKS. I THINK THAT'S LED US TO A NEW APPROACH IN TERMS OF MANAGEMENT AND OPERATIONS AND MORE AT THE CORRIDOR LEVEL OR WHAT I WOULD DESCRIBE AS THE MESA SCALE. I MENTIONED THE PLANNING PROCESS REDESIGN, MICHIGAN M.P.O. AND M.DOT HAVE A MEMORANDUM OF UNDERSTANDING SAYING HOW WE'LL DO OUR PLANNING. THIS IS KIND OF A SHORTENED VERSION OF WHAT'S REALLY A FAIRLY COMPLICATED FLOW CHART, BUT IT'S GOAL DRIVEN AND ASSESSMENT NEEDS-BASED PROCESS. WE'RE TO DEVELOP A PROGRAM STRUCTURE WHICH CONSISTS OF DIFFERENT PROJECT OR PROGRAM CATEGORIES. WE PRIORITIZE THOSE CATEGORIES, IDENTIFY PROGRAMMATIC RULES AND OBJECTIVES, PERFORMANCE MEASURES, A SERIES OF 20-YEAR INVESTMENT STRATEGIES WHICH WE IN TURN USE TO IDENTIFY A PROGRAM OF PROJECTS, BASED ON ADOPTED PROJECTS AND SELECTION CRITERIA AND THEN WE ALSO IDENTIFY A SERIES OF FIVE-YEAR INVESTMENT STRATEGIES, BASED ON PERFORMANCE AND SYSTEM CONDITION GOALS FOR CONSIDERATION OF ECONOMIC DEVELOPMENT ISSUES, LEVERAGED FUNDING AND, AGAIN, CONSIDER PRIORITY CORRIDORS. AND WE DO THAT ALL WITHIN THE FRAMEWORK OF PUBLIC INVOLVEMENT AND PARTICIPATION WITH OUR PLANNING PARTNERS AT THE FEDERAL AGENCIES AND THE STATE AGENCIES USING AGREED UPON GOALS, TOOLS, NEEDS ASSESSMENT AND REVENUE FORECASTS. AGAIN, IN TERMS OF THE REGIONAL GROWTH PROJECT, TRYING TO PUT AN OVERALL REGIONAL VISION FOR LAND USE AND TRANSPORTATION TOGETHER, WE STARTED WITH A PREMISE THAT IF WE WANTED TO INTEGRATE LAND USE DECISION MAKING WE REALLY NEEDED TO INGRATE PROCESS. SO WE SET UP A PARALLEL STRUCTURE FOR THE M.P.O. FOR THE LAP USE SIDE OF THIS EFFORT, WHICH I THINK ABOUT A TECH COMMITTEE AND A POLICY COMMITTEE AND AN M.P.O. STRUCTURE, WE HAVE A SIMILAR KIND OF THING ON THE LAND USE SIDE OF A STAKEHOLDERS COMMITTEE, STEERING COMMITTEE AND ALL REPORTING TO THE M.P.O. AND THEN WE WORKED OUT A VERY COMPREHENSIVE CROSSWALK MAKE SURE THERE WERE REPRESENTATIVES ON THE TRANSPORTATION SIDE, ON THE LAND USE SIDE AND VICE VERSA. THAT MEANT THERE WERE A LOT OF NEW PLAYERS AT THE TABLE, AS WE WENT THROUGH THIS PROCESS. WE HAD OSTENSIBLY PUBLIC INVOLVEMENT AND OUTREACH COMPONENTS AND ALTERNATIVE LAND USE FOR LAND USE AND TRANSPORTATION. AND, AGAIN THE PREMISES BEING IF YOU WANTED INTEGRATED LAND USE AND TRANSPORTATION PLAN FOR THE REGION, IN THE END YOU NEEDED TO INTEGRATE THE PLANNING PROCESS. AND THAT RESULTED THEN IN INTEGRATED GOALS, OBJECTIVES, INVESTMENT STRATEGIES, PROJECT SELECTION CRITERIA, AND PERFORMANCE MEASURES FOR ACROSS 12 PROGRAM CATEGORIES, AND ALSO RESULTED IN AN INTEGRATED CONCEPT OF MANAGEMENT AND OPERATIONS AT THE REGIONAL LEVEL THAT TAKES LAND USE INTO ACCOUNT. THIS IS JUST TO ILLUSTRATE THAT THE IMPACT OF LONG-TERM LAND USE ON -- ON REGIONAL CONGESTION, ESSENTIALLY IS THE REGIONAL BUILDOUT. WE REDUCE CONGESTION BY ABOUT HALF, AS A RESULT OF YOUR ENVIRONMENTALLY FRIENDLY COMPACTS REGIONAL DEVELOPMENT PATTERN. WE REDUCE EMISSIONS IN THE RANGES OF TENS OF THOUSANDS OF KILOGRAMS A DAY, AND BY THE SAME TOKEN, DEPENDING ON THE FUNDING ASSUMPTION YOU USE, WE SAVE THE TAXPAYERS IN THE LONG TERM REGIONAL BUILDOUT SOMEWHERE TOWNSHIP 1.5 AND $4.4 BILLION. HAVING SETTLED ON A REGIONAL LAND USE PATTERN OF WISE GROWTH, WHICH OUR COMMISSION THEN ADOPTED AS THE BASIS OF TRANSPORTATION, PLANNING AND DECISION MAKING IF THE REGION WE THEN LOOKED AT EIGHT DIFFERENT NETWORK ALTERNATIVES, YOU KNOW, I PUT THIS HERE JUST TO SIMPLY POINT OUT ONE OF THOSE NETWORK ALTERNATIVES THAT WAS MODELED WAS A DEMAND REDUCTION AND IMPROVED OPERATIONS APPROACH AND THAT WAS PART OF THE FINAL ADOPTED SET OF NETWORK ALTERNATIVES THAT WERE PART OF THE TRANSPORTATION PLAN. AS I INDICATED, I COMMISSIONED -- MY COMMISSION ADOPTED WIDE LAND USE FOR THE REGION. THE NETWORK ALTERNATIVE ESSENTIALLY WAS A MIX OF FINANCIALLY CONSTRAINED PROJECTS. SOME STRATEGIC SYSTEM IMPROVEMENTS AND IT ASSUMED IMPROVEMENT IN MANAGEMENT OPERATIONS, WHICH, AGAIN, THESE THINGS ARE HARD TO MODEL. SO ESSENTIALLY WHAT WE WERE -- WE WERE DOING IS MAKING AN ASSUMPTION THAT WE COULD IMPROVE THE EFFICIENCY OF OPERATIONS BY 10% SYSTEMWIDE. USING SUCH TECHNIQUES, AS I.T.S. OTHER KINDS OF MANAGEMENT AND OPERATIONS IMPROVEMENTS, MIXED LAND USE, SOME IN ANY IN MODES FROM BIKES TO PEDS AND SO FORTH. WE DID THAT SIMPLY BY REDUCING THE RATE OF GROWTH IN THE TRIP TABLE BY 10% REGION WIDE THAT IT RANGED FROM 0% ON THE EXTERNALS TO AS HIGH AS 18% IN SOME AREAS OF THE REGION LIKE C.B.D.s AND COLLEGE CAMPUSES WHERE THERE WAS MORE POTENTIAL FOR THOSE MEASURES TO BE EFFECTIVE. AT THE CONCLUSION OF THIS, MY M.P.O. ADOPTED A POLICY WHERE WE WERE ABLE TO ESTABLISH FUTURE TRANSPORTATION POLICIES BASED ON A WISE GROWTH POLICY MAP, AND A SET OF 29 PRINCIPLES. THEY ADOPTED A FINDING OF PUBLIC NECESSITY THAT SAID WISE GROWTH WAS INTENDED TO PRESERVE THE PUB HICK, HEALTH, SAFETY AND WELFARE AND BECAUSE OF ALL OF THAT TRANSPORTATION SAVING, THEY HAD A FIDUCIARY RESPONSIBILITY TO SPEND THE DOLLARS WISELY. THIS IS WHAT OUR ADOPTED REGIONAL LAND USE POLICY MAP LOOKS LIKE. THE YELLOW AREAS ARE BASICALLY URBAN AND VILLAGE CENTERS. THE KIND OF FUCHSIA COLOR IS FOCUSED GROWTH AREAS ON THE FRINGE. THE BLUE AREAS ARE TRANSITIONAL OR CLUSTER DEVELOPMENT AREAS. WHITE IS AGRICULTURAL LANDS FOR PRESERVATION, AND THE GREEN AREAS ARE ENVIRONMENTAL PRESERVATION AREAS. THESE ARE, AGAIN, ONE OF THE EXAMPLES OF THE 29 PRINCIPLES. THIS ONE FOR TRANSPORTATION, WHICH ESSENTIALLY SAYS OUR PRIORITY IS GOING TO ENHANCE AND PRESERVE THE EXISTING SYSTEM, PUBLIC TRANSIT AND NON-MOTORIZED AND NOT EXPAND ROADS IN RURAL AREAS. WE DID FURTHER INTEGRATE LAND USE AND WISE GROWTH THEMES, PRINCIPLES, GOALS AND OBJECTIVES IN EACH OF THE 20 AND FIVE-YEAR INVESTMENT STRATEGIES, PROJECT SELECTION CRITERIA AND PERFORMANCE MEASURES ACROSS ALL 23 PROGRAM CATEGORIES IN OUR TRANSPORTATION PLAN. AND WE ALSO IDENTIFIED AND ADOPTED PROGRAM CATEGORIES FOR FUTURE SET ASIDES FOR MANAGEMENT AND OPERATIONS AND LAND USE CATEGORY INTENDED TO TARGET SOME OF OUR FUNDS DIRECTLY TO IMPLEMENTING THE REGIONAL LAND USE VISION. AT THE TIME OF ADOPTION, MY COMMITTEES DIDN'T FUND THESE SET ASIDES. WE HAD JUST GONE THROUGH THE RATHER PAINFUL EXERCISE OF FINANCIALLY CONSTRAINING OUR PLAN, AND HAD WHACKED OUT SOMETHING LIKE 30 OR $40 MILLION WORTH OF PROJECTS AND THEN THEY WERE NOT WILLING TO WHACK OUT A FEW MORE MILLION TO TARGET SOME DOLLARS TO THOSE SET ASIDES. WHAT THEY DID IS WE'LL ADOPT THESE BUT YOU COME BACK TO US IN THE FUTURE AND TELL US HOW WE SHOULD MAKE THIS WORK AND PROVIDE US WITH SOME MORE INFORMATION. WE ARE A NEW OZONE NON- ATTAINMENT AREA AND THAT HAS MADE US ELIGIBLE FOR CMAC FUNDING AND WE ARE NOW IMPLEMENTING THOSE SET ASIDES USING ELIGIBLE ACTIVITIES WITHIN OUR -- WITHIN OUR CMAC FUNDS. ESSENTIALLY, AS A WAY TO GIVE PRIORITY TO MANAGEMENT AND LAND USE PROJECTS, AS PART OF OUR CMAC PROJECT SELECTION PROCESS. AGAIN, HAVING INTEGRATED BOTH LAND USE AND TRANSPORTATION GOALS AND OBJECTIVES, WE ALSO INTEGRATED THOSE IN OUR CONGESTION MANAGEMENT SYSTEM, WHICH INDICATES OUR PRIMARY REGIONAL STRATEGY WILL BE TO IMPLEMENT THE WISE GROWTH SCENARIO LONG WITH SUPPORTING ANCILLARY STRATEGIES LIKE ACCESS MANAGEMENT AND TRAFFIC IMPACT STUDIES AND CONGESTED CORRIDORS. AT THE SAME TIME, WE SET OUR SECOND HIGHEST PRIORITY STRATEGY FOR LONG-TERM CONGESTION MANAGEMENT IN OUR AREA IS MANAGEMENT AND OPERATIONS. ANOTHER FACTOR THAT INFORMED OUR THINKING ON THIS WAS SOME OF THE SURVEY WORK THAT WAS DONE AS PART OF THE REGIONAL GROWTH PROJECT. THIS IS PROBABLY THE MOST SINGLE IMPORTANT OUTCOME OF THAT SURVEY WORK, AND OUR CRASHING SURVEY -- CRACK SURVEY CONSULTANTS DID NOT REALIZE THIS. HI TO DIG THROUGH THE RESULTS MYSELF AND FIND THIS. BUT IT BASICALLY INDICATES THAT A RANDOM SAMPLE OF THE GENERAL PUBLIC THE HIGHEST PRIORITY IS MAINTAIN MOBILITY. I SAID LOW-INCOME AND ELDERLY BUT SINCE WE ARE ALL GOING TO BE ELDERLY SOME DAY, I INTERPRET THAT AS MEANING FOR ALL OF US. THE SECOND HIGHEST PRIORITY IS REPAIRING AND MAINTAINING THE EXISTING SYSTEM. THE THIRD HIGHEST PRIORITY IS TO REDUCE CONGESTION AND IMPROVE TRAFFIC FLOW THROUGH MAJOR STREETS AND INTERSECTIONS. YET THEIR LOWEST PRIORITIES ARE WIDENING EXITING ROADS, BUILDING NEW ROADS, EXPANDING THE AIRPORT, OR PAVING GRAVEL ROADS. AND TO THE EXTENT THAT THIS TRANSLATES INTO A WILLINGNESS TO PAY, IT SUGGESTS TO ME THAT WE NEED A NEW STRATEGY IF WE ARE GOING TO ADDRESS LONG-TERM CONGESTION, AND AT LEAST FOR OUR AREA, LAND USE AND MANAGEMENT OPERATIONS ARE THE TWO CORNERSTONES OF THAT STRATEGY. INCIDENTALLY, A PARALLEL SURVEY OF ELECTED OFFICIALS ASKED THE EXACT SAME QUESTIONS. IT GOT THE EXACT SAME ORDER OF PRIORITIES, THE PERCENTAGES WERE A LITTLE DIFFERENT BUT THE PRIORITIES WERE THE SAME. AND THAT'S REASONABLY CONSISTENT WITH SIMILAR WORK THAT I HAVE SEEN THAT HAS BEEN DONE ON THE NATIONAL LEVEL. THIS IS A VERY SIGNIFICANT FINDING FROM OUR SURVEY WORK. WHAT DOES THAT LEAD TO?
